The school to prison pipeline is a demonstrated link between school discipline and incarceration. Many studies, dating back to the 1980s, have shown direct correlations between varying types of school discipline and negative life outcomes such as dropout, addiction, and jail. The link between school discipline and incarceration really took off with zero-tolerance policies in the 1980’s as part of the ‘War on Drugs’ and continued through 1990’s and 2000’s with increased police presence in schools. As with many things in America, these outcomes have burdened communities of color and people without means more than their affluent, White counterparts.

Pulling data from Colorado Department of Education’s (CDE) website, we can look at data published related to school discipline across the state from in-school suspensions to law enforcement referrals. The most recent data relates to the 2022-2023 school year, and shows that of 96,218 school discipline incidents, only 36,816 involved White students (about 38%) even though White students make up about 58% of the overall population. Over the last 10 years, suspensions have increased while expulsions and referrals to law enforcement have both declined. Still, referrals to law enforcement were overwhelmingly made for children of color (68%).
